The Kenya Agricultural Productivity programme (KAPP) is a Government of Kenya, World Bank supported multi-sectoral and multi-institutional programme, with the long-term objective of increasing agricultural productivity. KAPP's objective is to increase agricultural productivity by empowering farmers through an improved policy environment, support for more effective and efficient extension services and agricultural research. The programme contributes to the Government's Strategy of Revitalizing Agriculture (SRA) by: facilitating farmer empowerment to access and apply profitable technologies; laying the groundwork for a pluralistic agricultural extension and learning system; and integrating and rationalizing the national agricultural research system.

KAPP is a 12-year program to be achieved in three phases. The first phase, to be rolled out over 3-year period, is to be implemented in 20 pilot districts to determine the most appropriate, effective and efficient delivery systems, method and approaches for extension services. At least four delivery systems and six extension methods will be piloted in each programme area, including the Barazas (or group meetings), demonstrations and field days, short courses, group discussions, visits and tours, and the mass media. In addition, a number of extension financing mechanisms are being piloted including the Common Interest Groups (CIG), government, Extension Service Providers' Forum (ESPF) and intermediary organizations.
